It is a colorless to pale yellow liquid at room temperature, readily soluble in water and highly hygroscopic. Its aqueous solution is neutral to weakly acidic with good thermal stability, and it is prone to epoxidation reaction under alkaline conditions. The molecule contains active chlorine and hydroxyl groups, resulting in high reactivity and easy reaction with functional groups such as hydroxyl and amino groups. It is non-toxic and non-corrosive, and should be stored sealed due to its deliquescent property.
