
You may not be familiar with “dibutyl phthalate,” but chances are you’ve come into contact with it—whether voluntarily or involuntarily. It was once the secret weapon in manicurists’ hands for making nail polish flexible and long-lasting, and it was also the unsung hero that transformed rigid PVC into soft shower curtains and water pipes. Dibutyl phthalate (DBP), with the chemical formula C₁₆H₂₂O₄, is a colorless, transparent, oily liquid synthesized from phthalic anhydride and n-butanol. It has a slight aromatic odor, a melting point as low as -35°C, and a boiling point as high as 340°C. It does not form direct chemical bonds with plastics; rather, it “slips” between polymer chains, acting like countless tiny balls to increase the distance between the chains, thereby making the material soft and elastic. This simple yet highly effective plasticizing principle allowed it to rapidly find its way into households around the world during the last century.
DBP is best known as a plasticizer. When 30%–50% DBP is added to polyvinyl chloride (PVC) resin, rigid plastic immediately becomes soft and flexible, making it widely used in vinyl flooring, wallpaper, artificial leather, shower curtains, raincoats, and wire and cable sheathing. It also plays a supporting role in adhesives, coatings, printing inks, and pesticide carriers.
In the fields of daily necessities and cosmetics, DBP once held a dominant position. As a key ingredient in nail polish, it helps form a flexible film that prevents chipping; in hairspray and perfume, it acts as a fixative and film-forming agent, making the fragrance or styling effect last longer. It can also be found in the erasers of many stationery items and plastic book covers.
Furthermore, Tetradecanol is added in trace amounts to high-end scented candles and textile auxiliaries, earning it the reputation as the “Swiss Army knife” of the ingredients world.
What caused DBP’s fortunes to take a sharp turn for the worse was the mounting body of toxicological evidence. While DBP itself does not exhibit high acute toxicity (oral LD₅₀ in rats is approximately 8,000 mg/kg), its true danger lies in its chronic endocrine-disrupting effects. Numerous animal studies have shown that in utero exposure to DBP and its metabolites can lead to antiandrogenic effects in male fetal rats, such as testicular damage and a shortened anogenital distance. In its latest 2019 assessment, the European Food Safety Authority (EFSA) drastically lowered the Tolerable Daily Intake (TDI) for DBP and several other phthalates to 0.0063 milligrams per kilogram of body weight—a figure nearly ten times stricter than the guidelines established a decade ago.
Population-based epidemiological studies have also made it impossible for DBP to escape scrutiny. Human biomonitoring studies in many countries worldwide show an extremely high detection rate of DBP’s metabolite, monobutyl phthalate (MnBP), in adult urine. Some studies indicate a statistical association between its concentration in the body and reduced sperm quality in men, the risk of precocious puberty in girls, and allergic diseases in children. By disrupting endocrine signaling, it quietly rewrites the body’s developmental script.
Given the safety concerns, has DBP been completely banned? The answer is: There is no global ban, but regulations are being put in place one by one in key areas of exposure.
Cosmetics: A Complete Ban. The European Union comprehensively banned the use of DBP in cosmetics as early as 2004; the current Regulation (EC) No. 1223/2009 lists it as a prohibited substance. China’s *Technical Specifications for Cosmetic Safety* (2015 edition) similarly lists “dibutyl phthalate” as a prohibited ingredient (No. 427). Although the U.S. FDA has not issued a ban, the industry has voluntarily phased it out under market pressure, and mainstream nail polish brands all label their products as “DBP-Free.”
Toys and Children’s Products: No exemptions within China. Article 51 of Annex XVII of the EU’s REACH Regulation stipulates that the combined content of the three plasticizers—DBP, BBP, and DEHP—in toys and childcare articles must not exceed 0.1% by mass of the plasticized material. Section 108 of the U.S. Consumer Product Safety Improvement Act (CPSIA) imposes a permanent ban on DBP, with the same limit of 0.1%. China’s GB 6675.1-2014 “Safety of Toys” fully adopts these standards and sets strict limits on six phthalates, including DBP, in accessible plastic parts. Additionally, China’s GB 21027-2020 “General Safety Requirements for School Supplies” also restricts DBP, ensuring there are no legal loopholes within China’s borders or in the palm of one’s hand.
Food contact materials: Setting extremely low migration thresholds. Under Regulation (EU) No. 10/2011, the European Union previously permitted DBP as a plasticizer in reusable plastic articles intended to come into contact with non-fatty foods, with a Specific Migration Limit (SML) of just 0.3 mg/kg. By 2020, the amended Regulation (EU) 2020/1245 further lowered the SML to 0.12 mg/kg and significantly narrowed the conditions for its use. China’s GB 9685-2016 standard also sets the SML for DBP at 0.3 mg/kg and restricts its scope of use. Although it has not yet been completely banned from food packaging, the scope for its use is being severely restricted.
